The visit continues a pattern of shuttle diplomacy between Gaza-based and exiled Hamas leadership and regional mediators — principally Egypt and Qatar — who have played a central role in brokering and sustaining the ceasefire framework reached in October 2025. Talks on the second phase have proven more contentious than the initial truce, touching on unresolved and politically sensitive issues including the disarmament of Palestinian factions, the makeup of any post-war governance structure for Gaza, and the scope of Israeli military withdrawal from the strip.
While Quds News did not detail the specific agenda items discussed during this round, the visit comes against a backdrop of mounting criticism — including from international rights organizations — over draft governance arrangements for Gaza’s postwar “Peace Council” structure, which some observers say would grant broad legal immunity to international personnel operating in the territory. Mediators have repeatedly stressed that translating the ceasefire’s initial phase into a durable, long-term arrangement will require sustained, difficult negotiations among all parties.
